DISRUPTIVE BEHAVIOR POLICY
It is the policy of the Albemarle Regional Library System to offer a full range of library services to all residents of the community, regardless of age, sex, racial or ethnic origin, religion, economic status, etc. It is the intent of the library to provide its services with a minimum of regulations and restrictions adopting only those that are absolutely essential to the library's operation.
Library users have a right to assume that visits to the library will be free from harassment; free from physical discomfort and danger; free from psychological and emotional stress. The rights of both the public and staff are sometimes violated by the attitudes and behavior of a small number of persons.
It shall be the policy of the Regional Library Board of Trustees to maintain in the library system a quiet, pleasant environment conducive to serious study as well as casual use. To assure the successful implementation of this policy, the Board considers the following to be unacceptable behavior:
Loud conversations or laughter that is disturbing to other patrons or staff.
Obscene or abusive language, whether written or spoken.
Smoking in designated non-smoking areas.
Use of radios or other sound-producing equipment. Earphones may be used as long as sound is not transmitted to others.
Willful destruction of or damage to library property or the property of library users or staff.
Blocking or in any way interfering with the free movement of any person.
Bringing any animals except those assisting the handicapped into the building.
Consumption of alcoholic beverages or bringing such onto the property.
Removal of any library property from the building without authorization through the use of established lending procedures.
Solicitation or selling of any kind by a non-library sponsored group.
Distribution of any notices not authorized by the library. Authorized locations must be used.
Use of library telephones without permission. No permission will be given for long distance calls.
Consumption of food or beverages in the building by individuals.
Following staff or patrons around the building, or other harassing behavior such as staring, or other intimidating acts.
Rearranging any library furnishings from one location to another.
Engaging in disorderly conduct, committing a nuisance, or unreasonably disturbing and offending library users.
Carrying unauthorized/concealed weapons of any sort.
Not wearing shoes or shirt.
Leaving any child under the age of six unattended by a person of responsible age. Library staffs are not responsible for the care and welfare of children left unattended in the library.
Any of these actions may result in expulsion from the library and library grounds.
